Looks like the cards are made from edible images and the chips are fondant circles and numbered by edible markers. The fondant covering the cake was made shiny with a clothes steamer.
There is a chocolate casino mold sold at Wine and Cake Hobbies that I used to make poker chips for my casino cake.
