Help Please - Making A Marilyn Monroe Cake For 70Th Birthday

My girlfriend is throwing a surprise 70th bday party this weekend for her father. She wants to make a Marilyn Monroe cake with the white dress catching the wind and her enhanced "features"
I was thinking of cooking two rectangle pans and 2 1/2 ball pans. Then carve it so that when the fondant goes over it looks like the wind is blowing it up and around.
Is this the best approach - or should we use cupcakes or marshmallows under the fondant to create the flowing feeling.
Finally, any other unique ideas to make this a "cake to remember"

Is this going to be a 3-d or a 1 layer cake with the bust and curves fovered in fondant?
