I know you can use a heat lamp to soften them and a microwave to melt them, but can you melt them on a stove top?

Yes to the stovetop.

My heat lamp didn't work at melting them though.
Not into something workable.

If you can get an induction cooktop they are thee bomb working with sugar--you can program it to the temperature you want. Mine was only like eighty something dollars on amazon. Only the surface of the cooktop gets hot--not any of the housing--it's really nice for sugar.
