Kitchen Rental - Stupid Question

I live in Wisconsin and to start an in-home cake business I have to have a second kitchen, which needless to say costs a lot. My question is if I rent a licensed kitchen, do you have to decorate/finish the cake in that kitchen or can you just bake and finish elsewhere?

I"m not sure about Wisconsin specifically but if you have bake in a commercial kitchen, it ALL has to be done in a commercial kitchen. HTH
