Hi i have been asked to make a number 18 cake but not sure how to cover the 8 in fondant

You'll have to cover the whole number with the fondant and smooth as usual around the top and sides. Then make a small hole or "X" in both the top and bottom hole of the "8" and gently coax the fondant down into the holes and smooth with your finger(s). The fondant should be pliable enough to do this.
