3 Inch Pans, Cakes Not Rising Enough!

I am fairly new to baking and have read in many places that 3 inch pans should not be filled more than 1/2 full with cake mix... I was finding that my cake would not rise to a height of 3 inches so I tried filling my pans 2/3 full.... They are still not rising to 3 inches!!

I wonder if anybody else has had this problem... I do use Wilton's even bake strips, AND I bake all my cakes at 325 for a longer time. My problem is not getting the cakes to bake evenly, but to get them to rise high enough. Any suggestions? I also wonder if it may have anything to do with the brand of mix I use...

Any input/suggestions are extremely appreciated!!

Maybe the leavening agent in the cake mix is the problem(too old).
