Have you tried to make the hairdo out of one piece, and then use something like a fine comb or toothpicks to put the "hair" texture in? You could even manage it with food coloring and a paint brush, if you use the "dry brush" technique, where you dip the brush in the color and then wipe nearly all of it off on a paper towel before painting.
