If you have a home-based or rent a kitchen, are you considered selling retail, wholesale, or manufacturer?? I emailed MDH (MN dept. of Hlth) and they said it depends what I'm selling as to whom I talk to about lisense and stuff. I'm just making cakes and that's it. And I make them as I get orders.
