Refrigerate Cooked Flour Icing????

The icing recipe that you cook the flour and milk until thick, cool, then whip it up with crisco and sugar. Do you think that it needs refrigerated? I like this recipe for fillings and now I'm unsure about the refrigeration. What do you think?

I am not saying this is right, but I usually leave cakes filled with this "Twinkie" filling on the counter and nobody in my home has ever gotten sick.

I've left mine out too but. . . this is for a graduation cake next Saturday for someone else and I don't want anyone to get sick. Thanks for your reply.
