Any ideas on how to get the ruffle effect on this cake?

Pretty cake - looks like fondant circles ruffled and layered.

That is a pretty cake. To me, it looks like rows of flowers comprised of 3 different sizes of gumpaste circles where each circle has the edge ruffled with a ball tool or celpin. Then in the center of the smallest circle a gem was placed.
