That's a beautiful cake. I think you could draw the pattern on waxed paper, lay it on top of your fondant and cut around it. The skirt length wouldn't matter too much because you could trim it with scissors once it was on the cake, but it would definitely work better to pleat it before you put it on the cake. I think I'd cut some of the thickness out of the folds near the waist, then flip it onto the cake so the cut edges were down, if I were making it.
