How Do I Make A Graduation Tassle?

I have a request for a graduation cap and tassle on a "Hello Kitty" cake for Sunday....would love any advice on making the tassle! Thanks in advance!

if you don't have an extruder you can use a garlic press. That's what I used for my grad cake.
