Does it look like this?

This is the only reference I could find to a Ferris cutter, and it is used to make a tulip.

Sorry my link didn't work, but if you type that URL into your browser, you should get the pic to come up.

Ferris must be the brand name. The cutter is made from tin. It is 5 cm long and at one end it is 1 and 1/4 cm wide and is rounded the other end is shaped like a petal cutter but with only 3 petals this is 1 and 3/4 cm The cutter is taper in at the middle to 1cm and down the middle of the cutter is a 4 cm long piece of tin when used on rolled paste this causes a slit. Hope you can understand this. But I still cannot work out what it is for.

Friendly - from your description it sounds like something you use to make a border...you insert the petals through the slit so they twist the middle bit? And do you connect each end bit to the next/adjacent twisted cut-out? KWIM?
