Scalloped Edges Of Diaper Cake 2

There's a cake in the gallery of a diaper cake, sitting on a 12" cake with a hangover (not sure what else to call it) with scalloped edges. It's the 25th picture if you do a search for a diaper cake in the gallery. it's called Diaper cake 2 and was uploaded by helipops.

I love the scalloped edges and I know based on people's comments on the cake that you use a cutter for the edges. I've found a cutter that looks similar to what was used, but I'm baffled by the technique. You dont cut the edges before putting the fondant over the cake do you? But if not, then how do you cut the edges with the cutter without pulling and tearing and without cutting the layer underneath. I'm just really confused. (Can you tell I'm new at this????)
