Will a 14" first tier styrofoam dummy support the weight of a three tier cake ( 12", 9", and 6" cakes)? Does the dummy need to be doweled ?
TIA

Yes, it will support the weight. No, it doesn't need to be doweled.

If possible, you may want to try to get a 15" dummy so that your tier differentials are all 3". If you can't get a 15" dummy easily, you can probably "pad" the side of the dummy with a 1/2 inch thick layer of fondant.
