The general rule of thumb is to figure on one batch of icing using 2# of sugar for each cake mix used. So I would estimate you will need 8 or 9 batches of buttercream.
Are you baking each of those sizes in one pan? So each finished tier will be just over 3" tall?

I forgot to mention that each will be a double layer. So 18 recipes of Buttercream?

No I don't thin so.......
Your tiers are going to be 6" tall each? That's just a bit more than the average of 4" tiers so it would not mean you need to dbl the icing.

The 16" sq should use 3 recipes = 3 mixes x2 = 6
The 12" sq will use (probably) 2 recipes = 3 mixes x 2 = 6
The 8" will use 1 1/2 for both layers = 1 mix
so the total would be about 12 or 13 batches - each made w/2# of powdered sugar.
