I would like to make them to go around the cake for a boarder. Kinda like a bed ruffel. I don't have a frill cutter and I am stumped. Thank you.

you can make a ruffle border out of buttercream and the flower tio #104... here is the link to the instructions by wilton.

If you want to make a ruffle with fondant/gumpaste cut out a strip the size that you want, roll it as thin as possible or on a pasta machine a #5, and use a toothpick to gently ruffle it. Similar to making a carnation.

I have used a ball tool at times to thin the bottom edge to get it to ruffle or (have no idea what it is called) a round tapered tool like a french rolling pin.
