I wanted to know if I half the WASC receipe will it be enough batter to fill a 13 x9 pan ?

Using DH white cake mix, a 1/2 recipe of WASC makes a tad over 7 cups of batter.

So you will have the correct amount of batter for a 13x9x2 layer. (However, if you're making a layer cake, you'll need to make two layers.)
