How would I make this white scalloped overlay on the tops of these tiers?

Is there a tool out there to help cut these, or do you think it is freehanded?

It is free hand and probably used an exacto.

I did a scallop once, I measured the fondant with my cake pan that corresponds with the tier you are working on and freehanded the scallop about 1 1/2 inches out from the cake tin using a pizza cutter.

Curious to know -- if you apply this scallop overlay just on top of a buttercream cake would it work or would it stretch to much?

I laid it on top of a bc cake and it did fine, no strecthing. It was my mini topsy turvey cake in my photos
