Need Help With Thumbelina Cake Topper

I need to make a baby in a flower, like thumbelina. The baby will be lying down asleep. The mom is looking for one now. I warned her to keep it small. She has seen the sleeping angel one Wilton makes but is still looking. Has anyone ever done a topper like this? Any ideas or tips? I was thinking of a waterlily shape but I know it will have to be sturdy enough to have the figurine placed inside and hold it there. She doesn't want a gumpaste sculpted baby. Will fondant mixed with tylose be strong enough? Any suggestions will be greatly appreciated. Thanks!
