I picked up a packaged practice board at an estate sale along with a few other things I thought it was a complete set it doesnt have the pages inside.

I wish I had known that before I left the place. I was told it was all complete. Yes the board was still tightly wrapped but I assumed it had it all.

where can I get or print off the pages or even a generic page or two like scrolls and drop boarders? I have a helper coming in my shop a couple times a week and I want her to practice.

Wilton have some in pdf form on their website.

Go to the decorating tab on the left then go down to patterns and hit pattern locator.

Some scrolls and stuff there to print out.

If that doesn't work you can go to Micheal's and buy any of the Wilton course books, they all have the "pages" in the back of them.
