Yikes. Almost as bad as what they did in Florida to scare teens about drunk driving. They had a student stay home from school and then had the teacher notify the students that the student had been killed in a drunk driving accident. Then later the student will walk in with the police and then they say "thats how it can happen". Sort of like a shock therapy.
Did you happen to see the video under it from the lady in WA that had her house torn apart by people seeing an ad on craigslist?

That sounds a lot like the Every 15 Minutes program. http://www.every15minutes.com/events/index.html

They do this program at my son's high school, and it is very emotional for the students. They have the Grim Reaper take a student out every 15 minutes. They even had a very popular teacher removed from class. These "casualties" have to write a letter to their loved ones, saying goodbye. They then have "death makeup" put on and go back to class. They can't interact with anyone for the rest of the day, though. Sheriff's Deputies go to the student's homes to tell the parents of the fatality.

In addition, they stage an accident, in which one car, driven by a senior who is DUI collides with another car containing students. They have a complete emergency response, including helicopter to airlift the victims.

This is a particularly "close to home" topic in my community, where we have lost a number of our young people to drunk drivers.
