Making Blue "water"

I have to make a boat for this weekend and I want to sit it on a board that looks like it's sitting in water. Any suggestions on how to do this???
I figured royal icing would crack and buttercream might be too messy. Help! Thanks.

You can use blue gel by tinting wilton gel a bit blue or you can use white buttercream and randomly stroke blue streaks through it upwards towards the boats bottom when it is sitting on the board to create waves.

Yes... the gel will harden quite a bit but still be gooey and stretchy so if you don't want that I would use icing!

I just used buttercream for a similar cake. I mixed in the blue with light strokes which left it blue but with shades. I kept out a small amount of white which I used for the tops of the water (white caps).
