Help!! Question About Tiering, Icing As Glue

Ok so I'm using dowel rods to support the fondant cake (bottom tier). Then I'm going to put the second tier on.. (it's already on fancy foil cake board). Do I use icing as a glue between the fondant (on the bottom tier) and the fancy foil board (holding the next tier)? Or do I just put the fancy foil board on top of the fondant and drive the big dowel rod thru all levels?

I would just put the top tier on and drive the rod through the centre.
