round or square? I made a cake once wher i scooped out the top 1/2 inch leaving an edge, Then (having previously made it in a pan the correct size wrapped in plastic wrap) used blue jelly (jello) as the water which was quite effective as it gave the authentic see through blue, i even put a layer of fondant under it with the dotted lines of the pool so you could actually see lanes. then decorated the rest of the cake to look like the outside of the pool complete with ladders and guide ropes i made from those candy bracelets you can buy that have elestic threaded through the middle of candy rings. hope that helped?
