Yep, that's what I'd guess; maybe a Raggedy Ann doll face. That or surprised princess!! Did Little Miss Muffet wear a crown?
I agree that it's probably a girl's face with braids, but the one on the upper right could be an animal with horns...that's wearing a crown! (I'm always trying to think outside the box!)
Please don't laugh but my first impression was a frog (sitting with legs up). OK Laugh!
It's going to be interesting to see the replies you get. I vote for a girl with pony/pig tails. (lower left)

I was thinking ghosts with pointy heads when I saw it. I never was too good on those "what do you think this is" ink blot tests.
A girl's face with pigtails/braids,is the best thought.
My first thought was a ghost with a crown.Like with the hands up trying to scare someone. LOL!
The top left and bottom right do look like fish swimming in different directions to .
I love the response of 'Darth Vader'! Now there is someone who thinks outside the box! My guess is girl with ponytails, although at first glance it seemed kind of goblin-ish, but I am not the greatest at the 'what-is-this-shape' game.
My vote is a ghost...........it was at the used store because the person that owned it first didn't know what it was either! LOL
Love the Darth Vader one!!! The cutter can be any of these sugestions! What a versitale cutter!
Jen...
It's been bugging me what this reminds me of, and I finally figured it out! Think hamburgers...and logos...and Dave Thomas. It could be used to decorate the red-haired girl from "Wendy's"! Maybe they'd add it to their menu and you could supply them with thousands and thousands of cookies for all their restaurants. (Talk about be careful what you wish for!)
I just used royal icing to stick them to the board. I also put the entire castle cake in the fridge to stiffen up overnight. It worked really well and everything held together during transport.

Oop's I think this post got missplaced!

Isn't there only one cutter presented in different positions?
Yes, but since the OP didn't know what it was she didn't know which way to place it so she gave us different options of looking at it

lol It did, I was having some computer issues, but I have corrected the post now!!
I can see the beginning of a whole new forum. "Guess the cookie cutter"
Could it be a gumpaste flower cutter? You know those don't look like what they are supposed to look like until the gumpaste is stretched. This looks similiar to a tulip one but maybe it is some other kind of specific flower.

It's just a matter of time until I do the same thing I'll be typing an answer and thinking about another post and when I hit submit I get this this little panicky moment when I think was that the right post Maybe we could have a "random answer thread"

OK, I may be way off base here but to me the center looks like it could be the center of a daffodil and the outer part the petals. I'd say try it with all these suggestions and see what looks the best. lol
sounds like an interesting contest... what can you make out of this cutter...
i was also thinking the Wendy's girl
I thought I saw the queen (I always see them as faces LOL), but couldn't think of anything else it might be... Now I think I see a floppy-eared dog.
diamondsonblackvelvet13, I love the little drawings - I do that with all my cutters, and store them on my computer.
I should be doing laundry but this is driving me nuts! I found this which is not quite the same but it is pretty close. It is more than likely some kind of flower.

You guys are so creative to think of all the different possibilities for this cutter.
