Wedding Cake Topper Question?

I posted about the western wedding cake I am doing this month asking for some ideas. In the very long post I also asked a couple of techinal questions that I thought I would reask in case people didn't want to wade through the whole posts.

I am doing a 3 tiered cake, but instead of stacking (the plan right now) is to place each tier on stands of different heights. I have two questions.

Can you place the wedding topper on the largest tier or should it be on the smallest like it would be on a stacked cake? I do plan on having something on the tops of the other two cakes, just not totally sure what yet.

Does it look better for all three cakes to be on stands or just the two smaller one? Or is that personal choice?
