Alrighty!! Calling all Russian/Ukrainians!!!

I am currently working with a couple that would very much like to have a Kiev cake or Kyiv Cake as the base of thier wedding cake. Unfortunately, I have no idea what this is or how to make it... I'm told it's got " a large layer of biscuit with hazelnuts and caramel-like filling" . Anyone have a recipe or directions or any suggestions...???
