This is frist time I want make SMBC, is it crust??? can I make flower with it??? Can I mix it with WHIP IT powder (stabilizer for whipping cream) ???

I don't know about the whip it. Never heard of that one. It shouldn't need to be stabilized, though. It does not crust. It will be soft, but you should still be able to make flowers with it. You can chill it a little to make it more firm, but not too long or you'll have to rewhip to regain the smooth consistency. I'd suggest using two bags for making flowers and alternate them so that the heat from your hands doesn't make the icing too soft.
