The only way I can think of is with wire or toothpicks. If you stick it on the whipped topping it will slide right off.

If you are talking about fondant or gumpaste flowers....toothpicks or wires would be the answer. If you are talking about cutouts........I think they will just slide off the cake. Perhaps if you rolled them VERY thin they would stick & not slide.
