i made my own modeling paste following instructions for ingredients, and then i made some figures which didnt set hard in the centres, and creased alot on the outside but didnt split or crack, i couldnt make them smooth any help would be greatly appreciated.

What recipe did you use? Maybe we can help if we know what you used? Once the outside of the figure starts to dry, you really can't smooth it.
