How many cups of cake batter per pan size to end up with the tiers all being the same height?
How much fondant to cover each size Square or Round tier?

Yes, there are charts and discussions giving you all of those things. Just go to the search engine on this website and it will lead you to pretty much anyting you want to know about that kind of thing.
Here is the wilton baking and cutting guide link, you can go by this for the amount of batter, but you will still have to level off your cake
