I cut strips the width I want the loops to be and just a little shorter then the size of the tier it will go on (6" tier = 5 1/2" strip) Accordian fold each end then dampen with a little water and pinch ends together. Lay loops on side to dry (at least 2 days maybe longer). When loops are dry I make a ball of fondant saturated with water (consistency of peanut butter) to stick the loops into and let dry. I usually use 1/2 fondant 1/2 gumpaste for the loops as they dry faster and are more durable. Make extra loops for breakage. I made 30 loops for the blue bow in my photos and after breakage I had just a few left. HTH
