I don't know if this will help, but I used a great "quick flow icing" from Wilton. It comes in powder form, and I think crusts better than royal, but still holds it shaped and has some give to it! Read the instructions on the leaflet, it will tell you how to get the stiffness, etc.- and how to get the look I think you are looking for!
