Can I substitute powdered sugar for regular sugar in cookie recipes? If so, does the amount change?

The book I have said for one cup of sugar subsitute 1 cup of honey or syrup and reduce liquid in recipe 1/4 cup.

Not sure what recipe your using so I am not sure if that will work or not.
