Royal Icing Consistency

I use the Toba Garrett icing recipe. My cookies look shiny smooth and nice. My question is: How do I create the look and consistency of the iced cookie below (link below)? The icing I'm speaking about is the outlining white icing. You see how thick it is and how perfectly it holds it's shape? That's what I'm talking about. It appears to be matte and not shiny. I'm assuming that it dries hard. Do I need to make a different icing recipe to achieve that look?

It's probably just thicker royal. Thickr royal doesn't usually shine like flow.

It looks Royal Icing to me too. Royal doesn't dry shiny and will dry hard so it will hold it's shape.
