How To Weigh A Cookie Bouquet Down

what do you use to weigh down the container that the cookies will be stuck into?
i made the no fail sugar cookies and they worked like a dream, i used a plastic plant pot and styrofoam but the cookies were too heavy and kept tipping over. my cookies were about half inch thick and about 4 inches long.
were my cookies too big or do i need a weight, if so, what kind. thanks.

my first thought:

load the pot down w/ Hershey's Kisses!

Sometimes I use the decorative gravel, M & M's or plaster of paris.

Today for Valentines Day I used Hershey Kisses or Sweetarts, whatever coordinated. For Easter I plan to use jelly beans.
