There really is no particular ratio. It depends on how thick or thin you want the paint and how much you need. Using a painter's pallet cup works well for small batches of colors. Place a small amount of color in one of the "bowls" and add your vodka with an eye dropper until you get the consistency that you want.
When I first read this I didn't see the gel part. I have not used gel colors to make paint so there might be an issue with the two mixing well. I don't know for sure though. The info I gave works with powdered colors.

i use everclear with paste colors... gel colors.. powder colors... and dust colors.. hth
