Congrats and how fun. Being that it is tinkerbell/disney even if you were to recreate it and give it as a gift it is still is a copyright issue. I would just go the safe route and buy it...

I have seen a few decorators do this, and it was not done by a comb. It is hand piped on and not an easy task. If you are going to do this, charge well.
