If it's iced, not crusted yet, you could use a comb. Put the teeth of the comb to the frosting and quickly lift up. It should create little rows of grass but not very long and not very 'up'.

Sometimes you can find newprint paper in sketchpads. Try checking out a place that sells sketch pads and you'll likely be able to find some.

I use Bakers Joy which can be purchased at any grocery store.

Yeah, you can color it in and place it on the cake right away. I've done it before with no dire consequence.
Just remember to do it gently as to not tear the paper.
